Covid-19 Pandemisinin Türkiye Lojistik Sektörüne Etkilerinin Risk Yönetimi Kapsamında Değerlendirmesi ve Kamu İçin Bir Çözüm Önerisi

Koronavirüs küresel boyutta bir salgın oluşturarak biyolojik afete neden olan son zamanlarda insanlık olarak karşılaşılan belki de en büyük tehlikelerden birisidir. Covid-19 pandemisi ile birlikte gelişen krize yönelik hiçbir ülke ve hatta uluslararası teşkilatın bir öngörüsü, hazırlığı ve çalışması olmadığı görülmektedir. Aslında devletler birçok konuda öngörüde bulunarak risk değerlendirmeleri yaparlar ve bu durumları etkin yönetebilmek için strateji ve eylem planları hazırlarlar. Fakat Covid-19 salgın virüsü konusu özelinde tüm insanlık çaresiz ve sınıfta kaldı demek çok da yanlış olmayacaktır. Covid-19 Pandemi süreci tüm dünyada birçok konuda olduğu gibi lojistik sektöründe de tedarik zinciri ve lojistik operasyonların insanlık için ne kadar önemli olduğunu dünyada tüm yaşam dinamikleri büyük durgunluk içerisine girmişken hiç durmayarak yeniden hatırlatmıştır. Günümüzde halen devam etmekte olan bu süreçte tedarik zincirinin ve lojistik operasyonların aksaksız devam etmesi birçok farklı alanda işin icrası ve yönetimi boyutları da dâhil şahit olduğumuz çok önemli değişimlerin yaşanmasını kaçınılmaz kılmaktadır. Her sürecin etkilendiği gibi tedarik zinciri yönetim fonksiyonları ve lojistik operasyonları da bu değişimden en hızlı etkilenerek yeni stratejilerin çözüm önerileri ile birlikte uygulamaya konduğu alan olarak karşımıza çıkmaktadır. Bu çalışmada; Covid-19 pandemisi ve post-pandemi sürecinde ülkemiz lojistik sektörünün yeni normallerinin risk yönetimi yaklaşımı çerçevesinde değerlendirilerek devlet koordinatörlüğünde ‘Ulusal ve Uluslararası Ticaret ve Lojistik Bilim Kurulunun’ teşkil edilerek işletilebileceği ve afet risk yönetişimini güçlendirmek maksadıyla T.C. İçişleri Bakanlığı Afet ve Acil Durum (AFAD) Yönetimi Başkanlığınca esasları belirlenen Risk Yönetimi belgesinin güncellenmesine yönelik bir çözüm önerisi sunulmuştur.

Covid-19 Pandemic Effects on Turkish Logistics Sector within the Scope of Risk Management and a Solution Proposal for Public Sector

Coronavirus is perhaps one of the greatest dangers recently encountered by humanity, causing biological disaster by creating a global epidemic. It is seen that no country or even international organization has a prediction, preparation and work for the crisis that developed with the Covid-19 pandemic. In fact, states make risk assessments by making predictions on many issues and prepare strategies and action plans to effectively manage these situations. However, it would not be wrong to say that all humanity is desperate and left behind in the context of the Covid-19 epidemic virus. The Covid-19 Pandemic process has reminded how important the supply chain and logistics operations are for humanity while all the dynamics of life in the world are in great recession. In this process, which is still ongoing today, the smooth continuity of the supply chain and logistics operations makes it inevitable to experience very important changes, including the execution and management of the work in many different areas. As every process, supply chain management functions and logistics operations are also affected by these changes, where new strategies are put into practice together with the solution suggestions. In this study; During the Covid-19 pandemic and post-pandemic process, the new normals of our country's logistics sector can be evaluated within the framework of the risk management approach and the "National and International Trade and Logistics Scientific Board" can be established and operated under the coordination of the state and in order to strengthen the disaster risk governance. A solution proposal was presented to update the Risk Management document, the principles of which were determined by the Ministry of Interior Disaster and Emergency Management (AFAD) Management.
