Osmanlı Devleti’nde sefer ve savaşların kazanılmasında savaş öncesi hazırlık çalışmalarının yani lojistik faaliyetlerinin önemi büyüktür. Kars şehrinin stratejik konumunun yanı sıra doğu cephesinden gelen saldırıların iç bölgelere ulaşmasını önleyici kaleleri barındıran Kars, şehir savunmasında kullanılan mühimmat ve zahire sevkiyatının nasıl yerine getirildiğinin ortaya konması açısından Osmanlı Devleti için stratejik öneme sahip bir vilayettir. Bu nedenle Kars ve çevresine yapılan bu lojistik faaliyetlerin incelenmesi çalışmanın konusu olarak belirlenmiştir. Bu konu ele alınırken Başbakanlık Osmanlı Arşivi kataloglar üzerinden taranmış ve belirli bir sistemsel akış sağladığı için XVIII. yüzyılının ikinci yarısında Kars bölgesine yapılan sevkiyatların muhasebe kaydı ve yazışmaları ile ilgili 48068 ve 4721 gömlek nolu belgeler tercüme edilmiş ve bu belgeler konuya dayanak yapılmışlardır. Bu belgelerden ikisi muhasebe defteri dördü ise ferman ve yazışma belgesi şeklindedir. Çalışma sonucunda yapılan lojistik faaliyetinin hangi malzemelerin sevkiyatının nasıl, hangi miktarda ve hangi şartlarda yapıldığına dair kanıtlara ulaşılmıştır.

The Shipments Of Provision And Ammunition From Istanbul To Kars According To The Inventories Dated 1172 And 1191 (Of The Hegira)

Logistics activities which are preparation operations to wars are critically important at the Ottoman State. City of Kars has a strategic importance for the Ottoman State because of its strategic position, its castles that prevent the attacks coming from the eastern front lines, and how to implement the shipments of ammunition and provision that are used in the cities’ defenses. As a result, the purpose of this study is to examine the logistics activities made in the city of Kars and its neighborhood. For the examination of this issue, the Ottoman Achieves of Turkish Prime Ministry were analyzed from the classified indexes, the documents numbered 48068 and 4701 which are related to the official accounting records and correspondences of the shipments at the second half of the XVIII century in the Kars Region and these documents were made baseline to the issue discussed in this study. Two of these documents are the books of accounting and four of them are the firman (edict) and correspondence documents. At the end of this study, it was found the inducements related to how the logistics activities were implemented, which materials were to ship, at what amount and in which conditions.
