AHP-TOPSIS Yöntemine Dayalı Tarım Lojistik Merkezi Kuruluş Yeri Seçimi: Çukurova Bölgesi Üzerine Bir Araştırma

Lojistik merkezlerinin kurulması, bir ülkedeki lojistik faaliyetlerin etkin şekilde yürütülmesinde kilit rol oynamaktadır. Lojistik merkezi nakliye, dağıtım, depolama, elleçleme, gümrükleme, sigorta, finansal hizmet, ihracat ve ithalat işlemleri gibi birçok lojistik faaliyetin tek bir merkezden yürütülmesine olanak tanımaktadır. Dolayısıyla, lojistik merkezinin kuruluş kararı son derece stratejik bir yatırım olarak görülmektedir. Ancak, kuruluş kararı kadar ilgili merkezin ülkenin hangi bölgesinde olması gerektiği de önem arz etmektedir. Alan yazın incelendiğinde, kuruluş yeri seçiminde birçok kriterin rol oynadığı görülmektedir. Mevcut kriterlerin değerlendirilmesinde ise çok kriterli karar verme yöntemleri sıklıkla tercih edilmektedir. Tarım sektörü ülkemizin en önemli gelir kaynaklarından biri olarak görülmektedir. Tarım sektörü gerek ekonomik kalkınma gerek sosyal refah açısından yüksek potansiyele sahip endüstrilerin başında gelmektedir. Çukurova bölgesi ise tarımsal faaliyetlerin ağırlıklı olarak gerçekleştirildiği bölge konumundadır. Bu doğrultuda, bu çalışmada, Çukurova bölgesinde Türk tarım sektörü için lojistik merkezi olmaya en uygun yer veya yerlerin tespit edilmesi amaçlanmıştır. Bu çalışma kapsamında ele alınan aday şehirler AHP-TOPSIS yöntemlerine dayalı olarak değerlendirilmiştir. Kriterlerin belirlenmesinde ilgili alan yazın taranmış, lojistik ve tarım sektöründe uzun yıllardır görev alan 4 uzmanın görüşleri alınmıştır. Belirlenen 4 ana faktör ve 9 alt kriterin ağırlıkları AHP yöntemiyle hesaplanmış ve alternatifler TOPSIS yöntemiyle sıralanmıştır. Bu çalışma kapsamında elde edilen bulguların kuruluş yeri seçimin de karşılaşılan problemlerin çözümüne katkı sunacağı ve tarım sektörüne farklı bir bakış açısı sağlayacağı düşünülmektedir.

Selection of Agricultural Logistics Center Establishment Based on AHP-TOPSIS Method: A Study on Çukurova Region

The establishment of logistics centers plays a crucial role in the effective execution of logistics activities in a country. The logistics center allows many logistics activities such as transportation, distribution, storage, handling, customs clearance, insurance, financial services, export and import operations to be carried out from a single center. Therefore, the decision to establish the logistics center is seen as an extremely strategic investment. However, it is as important as the establishment decision in which region of the country the relevant center should be located. When the literature is examined, it is seen that many criteria play a role in the selection of the establishment location. In the evaluation of existing criteria, multi-criteria decision making methods are frequently preferred. The agricultural sector is seen as one of the most important sources of income in our country. The agricultural sector is one of the industries with great potential in terms of both economic development and social welfare. Çukurova, is the region where agricultural activities are carried out predominantly. Accordingly, in this study, it is aimed to determine the most suitable place or places to be a logistics center for the Turkish agricultural sector in the Çukurova region. Candidate cities in the scope of this study were evaluated with the TOPSIS method. In determining the criteria, the relevant literature was reviewed and the opinions of 4 experts who had been working in the logistics and agriculture sector for many years were taken. The weights of the determined 4 main factors and 9 sub-criteria were calculated with the TOPSIS method and the best alternatives were listed. It is thought that the findings obtained within the scope of this study will contribute to the solution of the problems encountered in the selection of the establishment location and will provide a different perspective to the agricultural sector.
