Fındık İhracatı Yapan İşletmelerin Depolama Sistemlerinin Lisanslı Depoculuk Yönetmeliği’ne Uygunluğunun Araştırılması

Lisanslı depoculuk sistemi, tarımsal mamullerde belirli bir standardı yakalamayı sağlamakla birlikte mamul alıcı ve satıcılarının daha geniş bir alan içerisinde mamullerin kalite ve gerçek değerler ölçüsüne göre fiyatlandırma yapabilmelerine olanak vermektedir. Türkiye’de 2005 yılında 5300 Sayılı Tarım Ürünleri Lisanslı Depoculuk Kanunu çıkartılarak tarımsal mamullerin depolanması sürecinde lisanslı depoculuk sistemine uyum sağlaması amaçlanmıştır. Çalışmanın amacı, fındık ihracatı yapan işletmelerin depolama sistemlerinin Lisanslı Depoculuk Sistemi Yönetmeliği’ne uygunluğunu belirlemektir. Çalışma, Karadeniz Bölgesi’nde faaliyet gösteren fındık mamulü depolayan işletmeleri kapsamaktadır. Fındık mamulü üretimi Türkiye’de büyük bir çoğunlukla Karadeniz Bölgesi’nde gerçekleştirildiğinden dolayı örnekleme çerçevesi, bu bölgede faaliyet gösteren fındık mamulü ile uğraşan işletmelerden oluşturulmuştur. Bu bağlamda Fındık Lisanslı Depo Yönetmeliği’nde fındık mamullerinin depolanması için belirtilen koşulları kapsayan anket soruları oluşturularak, Karadeniz Bölgesi’nde fındık mamulü ihracatı yapan ve Karadeniz İhracatçı Birlikleri’ne bağlı fındık mamulü ihracatı yapan 44 işletmenin yöneticilerine uygulanmıştır. Araştırmanın verilerini elde etmekte yüz yüze anket yöntemi kullanılmıştır. Yapılan araştırma sonucunda işletmelerin %68,1’nin Lisanslı Depoculuk Sistemi’ni kurabilecek sermayeye sahip olduğu belirlenmiştir.

The Investigation Of Appropriateness Of The Storage Systems Of The Business Exporting Hazelnut To The Licensed Warehousing System Regulation

The Licensed Warehousing System enables product buyers and sellers to price the products according to their scale of quality and real values within a larger field besides providing to get a certain Standard in the agricultural products. Agricultural products’ complying with the licensed warehousing system was aimed by enacting Agricultural Products Licensed Warehousing Law No 5300 in Turkey in 2005. The aim of the study is to determine the appropriateness of the storage systems of the businesses exporting hazelnut to the Licensed Warehousing System Regulation. The sutudy covers the businesses that oparete in the Blacksea Region and store hazelnut product. As the production of hazelnut product in Turkey mostly takes place in the Blacksea Region, the sampling frame was formed from the businesses operating in this region and dealing with the hazelnut product. In this sense, A survey was applied to 44 executives of the businesses exporting hazelnut product in the Blacksea Region anda re dependent on the Blacksea Exporters Unions by creating survey questions covering the specified conditions in the Hazelnut Licensed Warehouse Regulation for storing the hazelnut products. Face to face survey method was used. At the end of the research done, it was determined that 68,1 % percentage of the businesses have had the fund to establish the Licensed Warehousing System.
